The 6th cycle of the KP Government Innovation Fellowship Program kicked off on June 1st, 2020. This year due to the unprecedented situation posed by COVID-19, we are running the Fellowship Program differently. The Program has been redesigned to include provisions for remote work. The Fellows will be telecommuting, relying mostly on online collaborative tools to develop, test, and prototype innovative technology solutions. The Fellowship curriculum has also been updated to include online peer learning sessions, mentoring sessions, and training to facilitate the Fellows through the Fellowship cycle.

 

We have also made a concerted effort to support front line government departments working on pandemic relief activities in this cycle. One team was hired earlier than the rest of the cohort to swiftly meet the needs of the government at this critical juncture.
Details about this project and the other projects our amazing 2020 Fellows will be working on are below:

 

Project Details:

 

IPMS | Department of Health Support Team

The Department of Health needed immediate support on COVID-19 pandemic relief activities. A team of Fellows with a Data Science background was assigned to support the Integrated Performance Management System (IPMS) for the Department of Health in KP. This system is a data collection and management platform for COVID-19 patient information in the province. Data generated from the IPMS system is aimed to help guide leadership and facilitate data-driven decision making to help KP respond to COVID-19 more effectively.

The support activities are aimed towards:

  • Continuously improving the monitoring/case management mechanism
  • Analyzing data compiled in the system to provide insights to the minister on a daily basis
  • System Analysis, bug fixes, and troubleshooting on over 150 data collection points as well as ensuring data compliance.

 

Digitization of Fund disbursements for Benevolent Fund Cell

The Benevolent Fund Khyber Pakhtunkhwa is working for the welfare of serving and retired provincial government employees as well as their families across the province under the provision of KP Benevolent Fund Ordinance 1972.

The department faces challenges in application processing at provincial & district levels as the application processing is manual which causes delays in the disbursement of funds.

The Fellowship Team is working with the department to digitize the workflows and processes by creating an online solution which will enable better communication, data integrity, identification of duplicate entries, application tracking and quick reporting for real-time decision making, which will result in swift processing of applications ensuring timely disbursement of funds to applicants in need of financial support.

 

Digitization of Pharmaceutical Licenses 

The Department of Health manages & administers health-related policies and decision making in KP Province. The department manages the issuing, renewal, and cancellation of Pharmaceutical licenses to drug stores across Khyber Pakhtunkhwa.

Currently, there is no centralized online system where drug store owners can apply online for the creation or renewal of licenses.

Similarly, the Health Department also faces issues in tracking duplicate and fake licenses.

The Fellowship team is working on  creating an online platform for the department where:

  • Users can easily apply for a license
  • Department can quickly check duplicate and fake licenses
  • Users can easily track  the license application progress

 

Monitoring and Evaluation Referral System for Planning and Development (P&D) Department

The Planning & Development Department is the major policy decision-making stakeholder, especially in the field of development in the province. It is responsible for the implementation and monitoring of the overall development plans of the province.

One of the key activities of the department is monitoring and evaluation of development schemes and socio-economic impact analysis.

The department needed a new Referral System which could expand this system to all district departments’ focal persons, creating more transparency and efficiency in reporting discrepancies in developmental projects

The team of Fellows is working with the department on expanding the existing M&E system and developing a Referral System.

The system will have the following features:

  • Provide the department with an online web form for referring projects to M&E cell
  • Provide new users with access to the system and enable them to submit referral forms
  • Fact and figures about the total number of project referrals referred to the M&E Cell
  • Secretary user can check all the ‘Resolved’ and ‘Pending’ referrals to M&E Cell

 

Lab Information Management System for DG LiveStock & Dairy Research

Directorate General of Livestock and Dairy Research manages various laboratories of veterinary sciences, livestock and dairy farming. Currently, labs are working on manual registers and manual tracking of lab tests. No mechanism for quick generation of reports, analysis, prediction of an epidemic (cattle), or preparation for precautionary measures based on information collected is available due to lack of digitization.

The Fellowship Team is developing a Lab Information Management System which will facilitate the department’s transition towards a fully automated lab sample collection process, improving reporting and analysis.

The Lab Information Management System will help the department in the following areas:

  • Early detection of epidemics in farm animals through timely sample collection and reporting
  • Quality assurance of milk production, ensuring dairy farms are producing safe milk for consumption
  • Streamline data storage and maintenance, thereby improving overall department performance

 

Fellowship Support Initiatives: 

Since the Fellowship Program has been running for the past five years, providing support to our partnering government departments is a priority in each running cycle. This year we will be providing support on multiple projects.

The Fellowship Support Team will be working on the PSRA and Raabta App (projects developed during the 4th and 5th cycle) support and upgrades.

 

KPITB Support Initiatives: 

A team of Fellows will be working closely with the KPITB technical team on digital transformation projects of KPITB. The Fellows will be working on the Assami Job Portal, the KP Business portal and the KP Web Portal.

Alongside the Fellows will also develop three new standalone projects with the KPITB. These projects include the Mustahiq app for Zakat and Social Welfare department, the ICT Companies Registration Portal and the Hospital Management System for BHUs.

 

Mustahiq app for Zakat and Social Welfare Department: 

The Mustahiq app is an informational app where users can discover and explore information on various Zakat schemes and programmes and services.

The salient features of the app are: 

  • A user-friendly and simple interface
  • Brief information about various Zakat schemes in English and local languages (Urdu & Pashto)
  • The public can easily find the location of hospitals and designated zakat focal person in the hospitals
  • Contact details of district zakat officers and district zakat chairman are easily available along with office locations on a map
  • Users can easily know about various financial support schemes run by the department
  • User can easily download all scheme forms using this app
  • Users can find district information and local zakat communities information along with their zakat officers’ details and map locations

The app is currently in the testing phase and is available to download from Google Play Store.

 

ICT Companies Registration Portal: 

The ICT Companies Registration Portal is designed for Startups, IT services companies and Freelancers to register themselves with the KPITB.

The mission behind this Portal is to collect information on the companies, startups and freelancers operating in the KP province and provide the public sector and private sector opportunities and development projects so that they can grow and scale and contribute to the local economy and boost employment.

The Portal’s soft launch was conducted in KPITB, however, this portal is still under active development as the MVP was demonstrated by the KPITB team on the Minister’s visit.

 

Hospital Management System for BHUs: 

The KP government lacked precise data on the health status of newborns and mothers hampering the timely and effective provision of relief and rehabilitation. A digital system was required to digitize the record-keeping of expecting mothers and newborn babies in Basic Health Units (BHUs) in the KP province.

A team of Fellows is developing a user-friendly antenatal and paediatric care system for Basic Health Units:

  • The system will include digital records of expecting mothers and their visits to BHUs or maternity hospitals; digital records of newborn babies and their health condition will also be recorded in the system
  • This solution will be an online solution: data will be available across multiple BHUs or government offices
  • Information will be easily available to doctors, policy analysts and planners.

Asad Aftab

Hello! I am Asad Aftab from the best guava producing city of Pakistan - Kohat. I am a Computer Systems Engineer from UET Peshawar. Presently, I am pursuing an MS Degree in Electrical Engineering from NUST, Islamabad. My favourite stream of subjects has been Wireless Communication, Computer Networks, Blockchain & Data Science. Previously I was working as a Blockchain and Data Science Researcher. I have been assigned to work closely with the KP Health Department as a Data Analyst for the IPMS Data Collection Dashboard. In leisure time I love to cook and watch capacity building programs on YouTube. Lastly, I’d like to share my own success theory, “If you want to achieve your goals in life, just give your 100%, and work with strong determination without thinking of your disabilities or weaknesses”.

Muhammad Awais Khan

Hello, I am Muhammad Awais Khan, and I belong to the famous archaeological city of Mardan. I am a graduate of International Islamic University, Islamabad in Software Engineering. Furthermore, I did my MS degree in Software Engineering from Zhejiang Normal University, China. Soon after the completion of my degree, I worked for a year as a Web Developer with the prestigious Integrated Health Services (IHS), Islamabad. Later I joined APEX Education Islamabad as a Web Developer. In my free time, I enjoy playing cricket and photography. Under the Fellowship Program 2020, I have been assigned to work closely with the Benevolent Fund Cell (BFC) department, to automate the offline and manual system.

Asfandiyaar

Project Team: Digitization of Pharmaceutical Licenses


Hi, I am Asfandiyar from Garhi Kapura village, Khyber Pakhtunkhwa. I graduated in BS Software Engineering from the University of Malakand. My favourite subject at the University was web development and I further pursued it as a career. I have worked for more than a year at AJ developers and Hashe Computers Solutions as a Web Developer. I take great interest in co-curricular activities. I spend my spare time teaching Science, Math and Urdu to the young children of my village. Under the Government Innovation Fellowship Program 2020, I have been deputed to work on the Online Registration of Pharmacy stores for the KP Health Department. I believe the biggest dilemma of our society is lack of digitization and I wish to eliminate it by working closely with the government. I excel in the art of working in diverse teams and I hope to give my best to the Fellowship Program.

Naveed Abbas

Hello, I am Naveed Abbas from Kohat. I am a software engineer, and I graduated from City University of Science and Technology, Peshawar. At the university, I took a keen interest in Java programming. Subsequently, I carved my career and gained three years of work experience in Android Apps development and PHP. I have also worked as an intern at KPITB. My motivation to join the Fellowship is to contribute toward the digital advancement and development of government departments. Under the fellowship program, I am working on up-gradation and improvement of Raabta App. My favourite part of the Fellowship is “scrum meeting”, which keeps me up-to-date about the achievements of my team members.

Maheed ur Rehman

Hi, I am Maheed ur Rehman from Charsadda. I have earned my BS Degree in Electrical Engineering from UET Peshawar, Kohat Campus. At the university, my favourite subject was micro-control and ever since it has become my career aspiration to grow in the field. Through my experience in IoT and Data Analytics, I’d like to explore ways to utilise smart IoT devices to increase farming productivity in my community. In my spare time, I watch TV seasons and look for avenues to enhance my skillset. Currently, I am working on the IPMS Dashboard to provide technical support to the KP Health Department.

Zar Mashal

Hello, my name is Zar Mashal and I am a Graphic Designer from Ziarat Kaka Sahib, district Nowshera. Since early school days, I have been fond of Computers, and this passion has led me to earn a BS Degree in Computer Science from UET, Peshawar. Formerly, I have spent three years with Skippy Apps as a Graphic Designer. I have also completed a 6 month’s internship with Aptech Media as a Junior Graphics Designer. I am currently working with the KP Livestock Department to create a Lab Information Management System.

Anmol Murad

Hello! I am Anmol Murad from Government Innovation Fellowship Program 2020. I belong to Peshawar, Khyber Pakhtunkhwa. I completed my early education from University Model School, Peshawar. I have earned a Master’s degree in Communication Art from Peshawar University and am a fine arts enthusiast who loves to sketch and paint. I have worked for two years as a Graphic Designer at various organisations, including LMKT Peshawar, Basecamp Peshawar, FF Steel Private Limited, and Leekwal. I have joined the fellowship program to learn new skills and become a productive member of the community. Since I have never been associated with any government department, being part of this Fellowship program will be my exclusive experience. Currently, I am assigned to work on the Benevolent Fund Automation Project. I envision the fellowship program as my first step towards a successful career.

Greetings Fellows! I am Asad Khan and I belong to the famous archaeological city of Mardan. I have graduated in Computer Science, from Abdul Wali Khan University, Mardan. I take a special interest in electronics and reading history books. I have gained 4 months of work experience from Keydevs Software house and National Software Developers. I have also worked for 8-month with TARS Foundation. I have developed Selal App for a Qatar based company, which provides unparalleled gifting and shopping experience to its customers. My motivation to join the Fellowship lies in the collaborative approach of the program. Under the Fellowship Innovation Program 2020, I will be working with the fellowship support team to collaborate with the Planning and Development Department to maintain and improve their digital services.

Ayesha Riaz

Hello, I am Ayesha Riaz from Peshawar. I have a masters degree in Computer Science and have worked for 5 years in my field. I am happy to be a part of the Fellowship Program this year and I hope to build my capacity and network with technical people. Under the Fellowship Program 2020, I have been assigned to work with the Planning and Development Department, to facilitate the KP government on a centralized dashboard and provide technical support and assistance to the relevant department. I love reading and music. When it comes to working, I am diligent, consistent, and dedicated. I believe my good qualities will surely contribute positively toward the Fellowship Program.

Muhammad Asaf Khan

Hi, I am Muhammad Asaf and I come from Thana, district Malakand. I am a graduate of Computer Science from Gilgit-Baltistan University of Science and Technology. During my bachelor's degree, I took a special interest in a software engineering course. Presently, I am working with the KPITB Support Team as a Web Developer. In my 8 years of work experience, I have gained expertise in PHP Framework and Ionic Framework for Mobile App Development. Currently, under the Fellowship program, I have been assigned to work on the Assami Project - an online job portal, and an automated shortlisting system. As a personal achievement, I am proud of developing an online research publication system called the “ Manuscript Handler”. My key motivation to join the Fellowship Program 2020 is to meet new people and work with government departments.

Haseeb Jan

Hello, I am Haseeb Jan from the city of flowers, Peshawar. I graduated in Electrical Engineering from UET, Peshawar. At the university, I developed a keen interest in programming and my favourite subject was Digital Signal Processing. I have worked for eight months as an Artificial Intelligence Engineer and Flutter Developer at “Deep Neural Lab”. I have also been working as a freelancer at Fiverr. Through this Fellowship program, I’d like to gain rich professional experience and leave a positive impact on society. Currently, I am working with the KP Health Department as a Support Engineer and Data Analyst. I hope that my team and I will devise an efficient system for the coronavirus tracking and patient management system which will provide great assistance to the KP Health Department in case of future pandemics.

Hi, my name is Usman Khan and I am from Swabi. I am a Computer Scientist and I graduated from Abdul Wali Khan University, Mardan. I have two years of work experience in CodeIgniter (PHP Framework). I love learning programming languages and watching tutorials related to computer technology. Currently, under the Fellowship Program, I am working with the Directorate of Livestock & Dairy Development Research, to develop a Laboratory Management Information System. Previously, I have developed two Management Information Systems (MIS) for KP CERC (Khyber Pakhtunkhwa Crime Emergency & Response Center).

Asad Rauf

Hi, I am Asad Rauf and I am a Web Programming expert from Lakki Marwat. I took an interest in computer studies from my early years of school education and ended up doing a BS degree in Software Engineering from the University of Science and Technology, Bannu. At the university, I was enthusiastic about web programming and object-oriented programming. After my graduation, I pursued my passion and gained one year of work experience as a Software Developer in Pak Gulf Construction Company. Then I moved on to Ezeesol Technology, Rawalpindi as an ASP.NET MVC Developer and stayed there for 2 years. Currently, under the Government Innovation Fellowship Program 2020, I am assigned to work with the Planning and Development Department. Hello, I am Nasar Khan from Buner. I am a graduate in Software Engineering from Abasyn University, Peshawar. I have two years of work experience as a Web Developer at the Career Maker Software House and Appsols Software House. My core expertise is in web technologies such as the core PHP framework and MVC framework. Currently, under the Fellowship, I have been assigned to the KP Government Livestock Department to develop a Livestock Laboratory Data Management System. Shah Hassan

Hello, I am Shah Hassan from the land of brave and hospitable people, North Waziristan. I am a Computer Scientist from Agriculture University, Peshawar. I have worked for two years as a Data Scientist in the following organizations; Center of Information Technology, Rural Incubation Center, and E-Pakistan (NGO). Currently, I am working on COVID-19 Data analysis and Decision making facilitation as part of the Fellowship. In the past, I have developed a chatbot in the local language(Urdu) for SDG’s Academy of Pakistan. In my free time, I like watching motivational shows and reading books.

Hi, my name is Tauseef Ahmad and I am from Peshawar. I am a Computer Scientist and I graduated from Iqra National University, Peshawar. I have two years of work experience in Android Development. Currently, under the Fellowship Program, I am working with the Police department to develop a customized app for them. Hi, I am Muhammad Ilyas from the beautiful village of Torawari, Hangu. I am a graduate in Computer Science. I had always enjoyed programming even during my early years of university. I have worked for a year as a .Net Intern and Backend Developer (Web) at Precise Technology, Peshawar. After that, I worked as a .Net Core Developer(Web) at Acme Logic System, Peshawar. The reason I have joined the Fellowship is to work in collaboration with government departments and connect with skilful people to further polish my skills. Under the Fellowship program, I am assigned to work on the maintenance and improvement of the ITTELAH App, ensuring better services for citizens and connecting them to the government. My favourite part of the Fellowship Program is the informative training sessions conducted by diverse mentors.

Hi, I am Muhammad Younas from village Azeem Abad Shakar, Charsadda. I have earned a BS degree in Computer Science from Bacha Khan University Charsadda. My favourite subjects during university were Programming, Compiler Construction, OS and Computer Networks. I have gained one year of work experience as a Web Developer in RAR Multibiz Services. I have joined the Fellowship Program to enhance my technical and communication skills. In the Fellowship Program, I have been assigned to work with the Private Schools Regulatory Authority (PSRA) and KP Traffic Police.

Jannat Mehmood

Hi, I am Jannat Mehmood from Peshawar and I joined the Fellowship Program as a Content Writer. I graduated from Edwardes College Peshawar and did my Master in Psychology from Peshawar University. I have worked for two years with Women’s Avenue as a content writer. Moreover, I have worked as a freelance writer at Nucleus, Islamabad. I can confidently say that I have gained proficiency in blog writing, copywriting, social media content creation, promo writing and report writing. I also have expertise in research writing. Under the Government Innovation Fellowship Program 2020, I will be mainly drafting all essential documents required for various projects. I chose to be a part of the Fellowship because I want to increase my productivity by enhancing my writing skills.

I have gained two years of work experience in UI and UX at Aptech Media. I’m a big football fan and in my free time, I love watching football matches. My motivation to join the Fellowship Innovation Program 2020 is to work on Civic Technology and advancement of my country as a whole. I am working with the KP Health Department and, Planning and Development Department as a UI/UX expert. I believe my contribution to the Fellowship Program will ensure better civic services to the community.
