The Planning & Development Department is the primary policy/decision-making stakeholder, especially in the field of development in the province. It is responsible for the implementation and monitoring of the overall development plans of the province. One of the department’s key activities is monitoring and evaluating development schemes and socio-economic impact analysis.
The department had an M&E system, but it was only restricted to district monitoring officers (DMOs). The department needed a new Referral System to expand this system to all district departments’ focal persons, creating more transparency and efficiency in reporting discrepancies in developmental projects.
The Fellowship team worked with the department on expanding the existing M&E system and developing a new Referral System.
The M&E Referral System has the following features:
- The system provides the department with an online web form for referring projects to the M&E cell
- Allows new users with access to the system and enables them to submit referral forms
- Calculates facts and figures about the total number of project referrals referred to the M&E Cell
- Secretary user can check all the ‘Resolved’ and ‘Pending’ referrals to the M&E Cell
Among several benefits of this system, the Referral system will help improve oversight on developmental projects and enable timely identification of issues in running projects and improve interdepartmental communication on development projects.
