An Online Mercy Petition System was needed by the Inspectorate General Prisons KP, mandated under the direction of the Interior Ministry. This automated system was crucial for facilitating the department in reviewing mercy petitions of prisoners across KP. It aimed to expedite the communication process between the Ministry of Human Rights and the Interior Ministry, consequently reducing the time taken for providing relief, especially for prisoners facing capital punishment.

Responding to the department’s requirements, a team of Fellows under the 7th cycle embarked on the development of the online system. The team carefully studied the department's standard operating procedures and devised various modules within the online system. These modules catered to different user roles and included dedicated sections for decision-making and actions.

Moreover, the system incorporated application tracking functionalities to ensure seamless tracking of mercy petitions.
