Code for Pakistan is seeking an exceptional leader and doer — someone bold, driven, and deeply committed to using technology for social good. We’re looking for a hands-on changemaker who thrives on turning ideas into action and leading with purpose.

In this role, you’ll shape and guide the growth of a dynamic, mission-driven organization that’s reimagining how civic innovation can improve lives across Pakistan. You’ll work closely with our Board, lead a talented team of employees, and engage a passionate community of volunteers and partners alike — all united by the belief that technology can make governance more open, inclusive, and impactful.

This is a full-time, permanent position based in Pakistan — an opportunity to build, lead, and leave a lasting mark on the civic tech ecosystem and its beneficiaries.

Key Responsibilities

  • Lead with Purpose: Translate Code for Pakistan’s mission into clear strategic plans and quarterly goals that deliver measurable social impact across all programs and projects.
  • Oversee Programs & Operations: Provide leadership and oversight for all major initiatives — ensuring quality, accountability, and alignment with organizational objectives.
  • Hands-On Leadership: Combine vision with action — directly contribute to writing grant proposals, budgets, and fundraising materials that drive growth and sustainability.
  • Develop & Lead People: Build, coach, and inspire a high-performing team by strategically meeting staffing needs and fostering growth through cross-training, development, and creating opportunities, ensuring excellence in recruitment, onboarding, and performance management.
  • Growth & Partnerships: Support in cultivating relationships with donors, government bodies, private sector allies, and civil society organizations to expand our reach and resources.
  • Guide Storytelling: Provide strategic direction and oversight to the communications team, ensuring Code for Pakistan’s storytelling, branding, and thought leadership reflect our mission and amplify our impact nationally and internationally.
  • Strengthen Governance: Collaborate with and grow the Board of Directors, ensuring strong governance, strategic alignment, and shared accountability.
  • Foster Learning Culture: Promote innovation, collaboration, and continuous improvement, including drawing inspiration from global civic tech practices.
  • Solve Problems Proactively: Anticipate challenges, act decisively, and keep projects moving forward with optimism, creativity, and agility.
  • Ensure Organizational Excellence: Own all key functions — including budgeting, fundraising, marketing, impact assessment, and team leadership — to drive overall organizational performance.

Required Qualifications

  • Leadership & Experience: At least 10 years of professional experience — including 7+ years leading teams and managing managers or volunteers — in civic tech, social enterprise, public sector, or related fields.
  • Strategic & Operational Strength: Proven ability to plan, execute, and manage operations, programs, and organizational growth.
  • Business Development & Fundraising: Hands-on experience developing and managing grants, budgets, and donor or sponsor relationships, with a strong record of securing support.
  • Relationship Building & Stakeholder Engagement: Natural connector skilled in building and managing high-level partnerships across government, donors, private sector, and civil society, leveraging networks for collective impact.
  • Analytical Impact Orientation: Comfortable using data and metrics to measure success and guide strategic decisions.
  • Exceptional Communicator: Fluent in Urdu and English, with outstanding writing, storytelling, and presentation skills that inspire confidence and collaboration.
  • Calm & Adaptable: Steady and composed  under pressure and grounded in professionalism, exercising sound judgment while bringing positivity — and ideally a good sense of humor — to every challenge.
  • Nonprofit Mindset: Experience or familiarity with mission-driven or nonprofit organizations is a strong plus.

Desirable Traits

  • Mission-Driven: Deeply committed to advancing social impact in Pakistan through civic innovation and public service.
  • Values-Led & Empowering Leader: Leads with inclusion, integrity, humility, and transparency while balancing empathy and accountability to inspire, support, and develop others.
  • Results-Focused: Strong execution and strategic planning skills, with a proactive approach to turning ideas into action.
  • Innovative, Adaptive, Collaborative: Embraces design thinking, creativity, and continuous learning to navigate complex challenges with flexibility, while building meaningful relationships across diverse networks to drive collective impact.
  • Organized & Reliable: Highly responsive, structured, and dependable in managing multiple priorities and commitments.
  • Tech-Inspired: Passionate about harnessing technology to drive civic participation and equitable solutions.
  • Positive & Purposeful: Brings a spirit of gratitude, optimism, and continuous improvement to all work.
