Key Responsibilities
As our Sr. Monitoring & Evaluation Specialist, you will be at the heart of our mission to drive social good through technology. Your primary responsibilities will include:
- Develop innovative frameworks — including Logical Frameworks, Theory of Change narratives, and longitudinal study designs — to effectively measure the real-world impact of our projects and programs, ensuring we stay focused on meaningful, measurable outcomes.
- Lead the design of technical M&E architecture, LogFrames, and Theory of Change narratives required to win competitive donor contracts, positioning Code for Pakistan as a credible and rigorous implementing partner.
- Apply rigorous sampling methodologies and quasi-experimental frameworks to establish clear causal links between interventions and outcomes, ensuring our evidence base meets the highest standards of credibility.
- Develop longitudinal studies and “Most Significant Change” protocols to capture both intended and unintended long-term impacts, building a rich body of evidence that reflects the true depth of our work.
- Engineer end-to-end digital data pipelines using tools like KoboToolbox or ODK for real-time data collection and automated MIS integration, ensuring seamless, reliable data flows across all programs.
- Perform advanced multivariate analysis and thematic qualitative coding using professional software such as SPSS, Stata, or NVivo, translating complex datasets into clear, actionable insights.
- Maintain the highest standards of project delivery by providing actionable feedback and insights, enabling timely adjustments to maximize impact.
- Facilitate formal “Pause and Reflect” cycles to pivot project strategies based on emerging evidence and performance trends, fostering a culture of continuous learning within the organization.
- Quantify the economy, efficiency, and effectiveness of project spending to satisfy rigorous bilateral donor requirements, demonstrating the responsible stewardship of resources.
- Identify and articulate the broader effects of our initiatives on the community, stakeholders, and environment, making sure every story is backed by solid data.
- Establish robust Complaints Response Mechanisms (CRM) and ensure strict adherence to “Do No Harm” ethical standards, upholding the trust and dignity of the communities we serve.
- Engage with program teams and stakeholders, compiling comprehensive reports and presenting findings that inspire action and drive decisions.
- Mentor internal teams and government counterparts to institutionalize modern M&E methodologies and reporting standards, building the long-term capability needed to sustain impact beyond project cycles.
- Regularly meet with team leads to address challenges, implement improvements, and refine operations for greater efficiency.
- Aid the Director Strategic Planning and Implementation (SPI) in project selection and coordination through thorough impact analysis, helping to steer our efforts toward projects with the most significant potential for change.
- Create roadmaps to enhance workflows and standardize M&E methodologies, aligning them with the best local and global practices for sustained success.
Experience & Qualifications
- Bachelor’s degree in Social Data Analytics, Data Science, M&E, or a related field. A minimum of 7 years of experience in data analysis, program management, or a related field.
- Proven track record of juggling multiple projects and priorities, with sharp project management skills.
- Hands-on experience with frameworks like Logical Frameworks and Theory of Change, as well as advanced statistical tools (SPSS, Stata) and qualitative analysis platforms (NVivo).
- Demonstrated experience with ICT4D tools such as KoboToolbox or ODK, and familiarity with MIS integration and digital data pipeline design.
- Experience working with bilateral or multilateral donors, including familiarity with VfM reporting frameworks and competitive proposal development.
- Familiar with the latest in data science, technology trends, and committed to using tech for social good.
- Natural at finding innovative solutions and turning insights into action.
