Across Pakistan, young innovators and civic tech experts are tackling some of the country's biggest challenges — election security, water conservation, and public health. They aren't just re-imagining how things could work; they are building real systems that make governance more transparent, efficient, and accountable.
See how you can be part of these innovations!
Smart Water Management
Pakistan loses over 60% of irrigation water before it even reaches crops. Farmers are left guessing when to irrigate, leading to waste, lower crop yields, and financial loss.
Through the Civic Innovator Program, Code for Pakistan is working with KP's On-Farm Water Management Department (under the World Bank-funded KPIAP project) to change that.
How It Works
- Smart sensors track soil moisture and water flow.
- Mobile alerts notify farmers when irrigation starts or stops.
- A mobile/web dashboard gives policymakers real-time insights.
- Machine learning models optimize irrigation schedules.
Why This Matters
- Less water waste, better crop yields, and higher profits for farmers.
- Real-time data for smarter irrigation policies, improving sustainability.
- Scalable, cost-effective solutions that could expand nationwide.
The prototype is ready—next step: testing and scaling.

Stopping Infections Before They Spread
"This app will save thousands of lives annually by helping hospitals prevent infections before they spread."
Dr. Farah Sabih, WHO Pakistan
Hospital-acquired infections (HCAIs) are one of the leading causes of preventable deaths in Pakistan. Yet hospitals have struggled with manual, delayed reporting, making it harder to detect and contain outbreaks in time.
The HCAI Surveillance Application, developed by Code for Pakistan in partnership with FMTI-PIMS, and WHO Pakistan, is now officially adopted by the Government of Pakistan. With real-time infection tracking, healthcare practitioners are able to verify the HCAI case in hand and record their occurrence for future monitoring and surveillance.
Each phase of development has expanded the app's impact:
- Surgical Site Infection (SSI) Tracking – Now active in eight hospitals nationwide with 231 data points recorded so far since 2022 and real-time SSI validation.
- Catheter-Associated Urinary Tract Infection (CAUTI) Monitoring – Introduced January 2024, with real-time CAUTI validation.
- Central Line-Associated Bloodstream Infection (CLABSI) Detection – Added February 2024, with real-time CLABSI validation.
The HCAI Application is a vital tool for tracking and reporting hospital-acquired infections (HCAIs) across healthcare facilities in Pakistan. By enabling healthcare professionals to identify, monitor, and report infections in real time, the application helps improve patient safety and inform public health strategies.
Explore how the HCAI Surveillance App can help prevent hospital-acquired infections with real-time tracking and smarter monitoring.
Intikhab: Verifiable Electronic Voting
Elections should be fair, transparent, and verifiable, but Pakistan's electoral process faces security concerns and trust issues.
That's why we have been working on Intikhab, an open-source, end-to-end verifiable voting system designed to:
- Secure votes with encryption – Homomorphic encryption ensures secrecy while keeping results verifiable.
- Enable independent auditing – Election authorities and observers can transparently verify results.
- Prevent fraud – Ensures votes are cast, counted, and verified without interference.
We are currently looking for security researchers and penetration testers to stress-test the system and validate its robustness.

🔹 Estonia pioneered online voting in 2005, and by 2023, over half of its voters cast their ballots digitally — making it the world's first mostly digital election.
🔹 Countries like India, Russia, and Turkey are expanding e-voting initiatives, while Norway and Mexico have implemented online voting for citizens abroad.
